Transportation Program Manager 

Job Description

 
POSITION PURPOSE:          The Transportation Program Manager is a new position created to facilitate current and future growth of METS.  The Transportation Program Manager serves as the administrator facilitating all essential functions of the METS contract bus driver programs serving Michigan Public School Districts including Sales and Service, Human Resource, Compliance, Payroll and Invoicing
 
ESSENTIAL JOB FUNCTION: Responsible for handling the day-to-day operational requirements of a contract employment bus driving program to include sales management,  
administrative work, oversight and supervision of all general program procedures and support staff including but not limited to:
  1. Sales presentations to potential client school districts statewide.
  2. Initial contract completion with client districts.
  3. On-going customer service, contract compliance and quality assurance.
  4. Human Resource management ensuring compliance according to all guidelines for school bus drivers in the State of Michigan. 
  5. Recruit qualified drivers to maintain appropriate levels of employment in client school districts.
  6. Ensure accurate payroll for program employees assigned to client school districts.
  7. Responsible for client invoicing according to the district contract and reconciliation of vendor invoices.
  8. Work with Agency partners such as Michigan Secretary of State and statewide medical facilities. 
  9. Work directly with local school district Transportation Managers, Business Managers, Human Resource Managers and Superintendents.
  10. Act as Designated Employee Representative (DER) of a DOT compliant bus driving employment group.
  11. Maintain a DOT compliant Controlled Substance and Alcohol Testing Program.

 

    MINIMUM QUALIFICATIONS:

1.      The ability to maintain adequate performance levels in all areas of the essential job functions.

2.      Strict attention to detail.

3.      Ability to travel to required off site and out of town locations as necessary.

4.      A minimum of two years successful experience in human resource or project management in field of transportation or other relevant business.

5.      Background knowledge and experience in the areas of human resource, business management, public education, staffing placement or transportation. 

6.      Applicant must have a valid driver’s license.

7.      Applicant must pass a criminal history and background check.

 

   PREFERRED QUALIFICATIONS:

1.      Successful experience in Human Resource management specific to transportation.

2.      Experience & familiarity with the requirements of transportation programs in Michigan Public Schools.

3.      Successful background and experience with all aspects of administration of human resource programs and developing strategic plans for program improvement.

4.      Successful experience with an emphasis on Public Administration, Business Management, Transportation, Human Resource Management or related field.

 

   OTHER ESSENTIAL JOB FUNCTIONS:

1.    Ability to supervise and administer programs and staff in the areas of Human Resource, payroll, compliance and database management.

2.    Act as point of contact for customer service including investigation into requests for information, resolving complaints and client concerns.

3.    Participate in development of marketing strategies designed to increase market share.

4.    Support sales representative selling activity.

5.    Ability to travel and develop a network of satisfied clientele that will create and maintain positive   word of mouth communication statewide.

6.    Analyze current business practices to uncover potential areas to increase productivity, performance and profitability.

7.    Data collection & evaluation as it relates to budgets and program improvement.

8.    Demonstrate leadership locally, regionally, and statewide.

9.    Possesses excellent oral & written communication skills

10.  Computer literacy and technology integration skills.

11.  Group meeting facilitation expertise.

12.  Excellent organizational and management skills.

13.  Ability to work in teams and independently.
