METS TRANSPORTATION ON-SITE MANAGER

JOB TITLE:   METS Transportation On-Site Manager for
Plymouth Canton Community Schools Account

STATUS:  Full-time 52 weeks per year

REPORTS TO: METS upper management team

SALARY:  Negotiable, depending upon experience

GENERAL SUMMARY

The On Site Manager is responsible for providing a viable service to both the district (Plymouth Canton Community Schools) and the transportation office staff. Also, because of the nature of the transportation operation(s), it is imperative that the on site manager is qualified, able, and trained, to execute the essential job functions as detailed below. Also, because of the critical nature of our business (school transportation), the on-site manager will need to be able to sustain all necessary certifications and requirements as it pertains to student transportation.

ESSENTIAL JOB FUNCTIONS

1. Recruitment and Hiring of all METS on Site Personnel (Bus Drivers, Bus Aides, & Trainers)
 Perform all necessary tasks as it pertains to recruitment; promotion and announcement(s) of all positions that are available through the METS program at the Plymouth Canton Community School District
 Schedule and attend all recruitment functions such as job fairs, PTO meetings, off site centers (local library, Michigan Works locations, in-district school buildings, district athletic events, etc.), and other functions as needed
 Able to work a “flex” schedule (as needed) for the purpose of working evening and Saturday recruitment events
 Assist  the METS human resource staff when it pertains to all necessary tasks in the hiring process; interviewing of job applicants, DOT processes, drug & alcohol processes, background checks, fingerprints, and general employment qualifiers

2. Operational Duties
 Perform all necessary tasks as it pertains to recruitment; promotion and announcement(s) of all positions that are available through the METS program at the Plymouth Canton Community School District.
 Work with the METS human resource staff when it pertains to all necessary tasks in the hiring process; interviewing of job applicants, DOT processes, drug & alcohol processes, background checks, fingerprints, and general employment qualifiers.  Also responsible for carrying out the district’s monitoring system (per the contract) with the Director of Transportation and his/her designee of all METS employees.
 Contact the district’s Director of Transportation (or designee) for staffing & operational meetings.  The purpose of these meetings is to identify any problems or concerns when they pertain to the general recruitment and performance of METS employees.
 Responsible for enforcing the procedures established for drivers to report incidences of misconduct.
 Ensures compliance and implementation of all District, Local, State and Federal regulations as they apply to bus drivers, bus aides, and trainers
 Responsible for the enforcement of attendance and tardy standards for bus drivers and bus aides
 Performs bus driver duties (drives the bus) when necessary, preferably only in dire circumstances such as extreme driver absenteeism, emergencies, etc.
 Coordinates, along with the transportation staff all job placements and job assignments for bus drivers and bus aides
 Assures conformance to all guidelines, procedures, and policies presented in the Transportation Employee & Student Handbooks
 Performs oversight in the departmental payroll procedures and rates in accordance with the current contract between the District and METS
 Schedules all trainer functions and duties as they relate to the necessary compliances of job requirements for bus drivers and bus aides, such as CDL training, MDE new bus driver training, residual training, drug and alcohol training, blood borne pathogens training, etc.
 Assures conformance for all necessary “train the trainer” training and continued training programs for the on-site METS trainers
 Conduct, at least, a weekly trainer’s meeting for the purpose of CDL status of new driver candidates and new bus aide candidates
 Promote and perform (along with the trainer’s) school bus safety programs with bus drivers and bus aides
 Obtain pre-approval of time off and communicate such per position and METS standards.  Because of the nature of school transportation, scheduled time off on school operational days need be limited and restricted
 Maintain a consistent workday and schedule.  In addition, this position required occasional nights and weekends for items such as, but not limited to, recruitment functions, accidents and/or breakdowns, meetings, etc.
 When operations allow, attend meetings with Administration, Board of Education and professional organizations such as Wayne RESA, MSBO, MAPT, etc.

SKILL/KNOWLEDGEMENT REQUIREMENTS

 Knowledge of general office practices and procedures.
 Knowledge of alcohol and controlled substance and reasonable suspicion laws, regulations, and guidelines.
 Skill in operating personal computer and software such as Word, Excel and Outlook
 Ability to maintain confidentiality of classified information
 Ability to communicate with employees, parents, students and other business contacts in a courteous and professional manner.
 Proven ability to review, analyze and summarize data and make critical decisions
 Must possess working knowledge of all state and federal transportation mandates as they relate to school/student transportation

EDUCATION AND EXPERIENCE

1. Associates Degree - preferred
2. Bachelors Degree - preferred
3. Michigan School Bus Driver certification – preferred and required to obtain
4. Michigan School Bus Driver continuing education card – preferred and required to obtain
5. Michigan School Bus Driver Physical Card – preferred and required to obtain
6. Type “B” CDL with air brake endorsement – preferred and required to obtain
7. “S”  (School bus) - endorsement preferred and required to obtain
8. “P” (Passenger) - endorsement preferred and required to obtain
9. “C” (Chauffeurs) - endorsement preferred and required to obtain
10. Experience in transportation office environment or comparable.
11. Transportation Director Certification through MSBO and MAPT preferred and required to obtain (within 3 years).
12. 3-5 years of previous work experience in business management, personnel management, traffic safety, or transportation operations preferred.
